List some things you are afraid of. What do you do to minimize the chances of them happening?
List some things people in defended neighborhoods might be afraid of. What are the likelihoods of them happening? What is the worst thing that could happen? What is the most probable worst thing that would happen?
Is the insulation and exclusion worth it?
What are the risks required to not live in fear? Do any of them feel reasonable to you? How might people become more willing to take risks for the sake of our neighbors? What do you need to feel more comfortable with taking a risk?
What is a risk you would consider taking?
